Can Government employees form a union?

Can State Govt employees form a trade union under Trade Unions Act, 1926

The question of whether a Central or a State Government employee can form a union can be explained through the following case law:

In Rangaswami And Anr. vs Registrar Of Trade Unions it was held that employees at Raj Bhavan are Government servants and such employees are not employed in carrying any trade or business by the employer. The services rendered by them are purely of a personal nature. The union of such workers would not come within the scope of the Trade Unions Act, 1926. Therefore, the order of the Registrar of Trade Unions rejecting the application of the petitioner is correct.
